Functional Requirements for Bibliographic Records (FRBR) is a conceptual model for cataloging, on which the new cataloging code, Resource Description and Access (RDA) is based.

FRBR has been developed under the International Federation of Library Associations and Institutions (IFLA).

The ILS (integrated library system) vendor VTLS has developed FRBR Software as a Service (SaaS): FRBR SaaS builds on a library’s own ILS database and web-based online public catalog by providing a hosted database of matching FRBR records, an online public interface designed to match the source database, and hyperlinks to provide seamless navigation between the two.
