			<content:encoded><![CDATA[<p>The Illinois Youth Recreation Corps is a grant program to help not-for-profit entities and units of local government (including all types of libraries) employ 16-19 year-olds for up to 60 days this summer.</p>
<p>Grants will fund wages for jobs that provide recreational opportunities in areas including (but not limited to) physical activity, arts, and learning.</p>
<p>Participating employers must provide suitable facilities, materials, and management staff.  16-19 year olds are eligible to work through the end of August at the rate of $8.50/hour.</p>

			<content:encoded><![CDATA[<p>Sixty-five Illinois public libraries have each been chosen to receive almost $4,000 worth of equipment, hardware and software to help businesses and entrepreneurs in their communities create new economic growth opportunities.  The “Business and Libraries: Working Together” technology packages are the result of a $300,000 grant to the State Library from the U.S. Small Business Administration (SBA).   Items provided to libraries include a laptop computer with Microsoft Office Suite; projector; screen; DVD player; camcorder with tripod; 2 audio headsets with microphones; DVDs for OSHA required training in both English and Spanish; Business Plan Pro, Sales and Marketing Pro, and Adobe Acrobat software; Acrobat training materials; jump drives; and books on starting and growing business. Participants were selected on the basis of the local unemployment rate, poverty level, proximity to a Small Business Development Center (SBDC), SCORE or other business organization, and statewide geographic distribution.<br />

<p>The Belleville Public Library, an historic Carnegie institution, serves patrons in two locations within the city.  We seek a dynamic, experienced leader to serve as Library Director.  The  Director will continue to develop the collection while implementing  expansion of information technology, electronic books, media and  services for our 21<sup>st</sup> Century patrons.</p>
<p>&nbsp;</p>
<p>The Library Director has a high level of responsibility and accountability.  He/she  will administer library services in compliance with all applicable  laws, policies and decisions of the Board of Trustees and will manage a  staff of 29 bargaining unit municipal employees, insuring their  compliance with job requirements and professional standards.</p>
<p>&nbsp;</p>
<p>The  Director prepares, implements and monitors the library’s annual budget;  provides monthly reports and budget updates to the Library Board of  Trustees; attends regular meetings of the Board of Trustees and  Belleville City Council; maintains financial and statistical records;  approves all requests for equipment and services.</p>
<p>&nbsp;</p>
<p>Belleville is a diverse, vibrant community in Southern Illinois.  The  Director will be expected to support cultural, educational,  professional and recreational needs by continuous development of  relevant and appropriate materials, programs and services for patrons of  all ages.  The successful candidate will possess  considerable ability in dealing with the public and represent the  library as a public relations liaison at local, state and professional  functions.</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">Qualifications</span></strong>:  Requires a graduate degree in Library Science from an ALA accredited  university and a minimum of five years management experience in a Public  Library setting.  All candidates should have experience in  financial planning as well as superior technical writing and grant  writing skills, considerable knowledge of personnel law, professional  library principles, materials and practices.  This person  must have the courage of his/her convictions; possess and utilize strong  interpersonal and conflict resolution skills while overseeing daily  operations and building management; <span style="text-decoration: underline;">must be</span> an excellent communicator; and be able to deal with staff, patrons and the public with a high level of authoritative diplomacy.</p>

<p><strong><span style="text-decoration: underline;">Compensation</span></strong>: Salary is commensurate with experience and qualifications.  The Library offers a generous benefits package to include retirement, healthcare, vacation, personal and sick leave.  The selected Library Director will be required to reside within the city limits of Belleville, Illinois.</p>
